Some HPS, especially those that are old and well used up can look like that during start-up for 30-45 seconds and then gradually get orange.  Some HPS lamps at that age may never make it to full operating temp and thus look like a MV instead.  That being said, this looks like a MV to me.

Need more info?, could also be a `running up` halide?, is this on start?, is it run up?, how long had it been on for when you took this picture?
