When I said one of the electricians of Carmel hospital, about my visit in Eltam and said him about the US Osram HQI-T 400W/N/SI, that we operated with an autoregulator M59 ballast and a capacitor, without an ignitor, and wanted to say him about the burning position of such MH lamps (All of the probe-start MH lamps in Carmel hospital, operates in the wrong position, wrong equipment, and an unsuitable fixtures [Recessed lowbays {Were the lamp burns horizontally} and floodlighting]), he shocked me by saying me, that they moves from MH lamps to "EL lamps" (Ie. energy saving CFLs).
He also brought into safety, that CFL will save them more energy, where in fact, no energy will be saved at all because: While 400W (Their main wattage for MH lamps that they use), have 85 lm/w average, and a 3-6 years live average, the 45W CFLs that they palns to move them, will have a light output as high as a 40W clear MV lamp (40lm/w), the life of them in the application they want to use them (Lowbays), will be from several days to several months (An almost continuous relamping), and the fixtures will barely light.
It is just sad, to see the mad israeli people, using CFLs in applications they aren't suitable for this, and don't know that this lamp intended to be a retrofit for incandescent lamps only (The CFLs are actually called "Economical Lamp" (נורה חסכנית) in Israel, and in the commercial sector: "EL Lamps" (From the Dulux EL of Osram, despite it isn't the first electronic CFL that made to mass production, as it is the best-selling single model CFL in Israel of all time).

Which raises the qustion, what were the 400 MH's installed for in the 1st place ? O_o

I've seen 400W MH lamps in a floodlight on the bookkeeping building of Carmel hospital (There is a leaked US Osram HQI-T 400W/N/SI, because of incorrect use (Wrong fixture, equipment and burning position) and several square lowbays for 400W MH lamps (Most of the lamps, are probestart MH lamps, operating wrongly) near the cafiteria and the auditorium.

If they want to put in 45w CFLs it means that they sufice with the 2250lm of 45w CFLs

Then how come htey installed 400w MHs in there that give like 30000lm each ? It must be like staring at the sun in that room the way it is now

These are 3 400W MH lowbays in a broad near the cafeteria and the auditorium.
