In the operating instructions on their online catalog, Osram state that only the SOX 18W can be restarted instantly and all other SOX and SOX-E have several minutes of cooling down period before they can be restarted, like MH and mercury lamps.
Is this true?

It may depend on the ballast characteristic - ignition and/or current capability in cold cathode mode (with elevated arc voltage)

18, 35, 55 on ignitors, usually instant, 90, 135 and 180 on autoleak transformer, upto 15 minutes.

I would've thought LPS had very short or no hot restrike time.  :-\

Because their pressure stays relatively low, the voltage doesn't really rise, or little. So during hot restrike the OCV is already close to that of the ballast.
