Yep, wanted board is a good place to ask! You could maybe eBay them too .. WW/3000k is a common enough one that it shouldn't be a problem to find.
I recently ordered some PL lamps on eBay, now just waiting to see if I actually get them.

And yep that would be my YouTube. On videos where I need 'talking', I use my computer to do it. .lol.

I wish I could meetup and swap fluorescent tubes and ballasts one day.

Otherwise, fluorescent is what really got me "self-teaching" in the EE field. Even though it'll be moot, I kind of want to design my own electronic preheat ballast.
Now that fluorescent sale is banned in Colorado, I can't keep experimenting like I did. Busted way too many tubes and I just busted a perfectly good F15T12 by dropping a clamp on it... At least F15T12 is readily found for now.

Hey.. I don't do much light-wize on there anymore, its mostly weather stuff these days... but I do have a few light vid's I eventually want to do.

Maybe eventually something will work out.

I EOL'd a number of fluorescents (& a couple ballasts) through various dumb experiments & stuff back when I was younger.

Depending on context, I have often seen electronic programmed start ballasts referred to as electronic preheat ballasts by other collectors.
