Doesn’t seem like that’s the case, considering that the green ball indication is the fourth section, rather than the third.

It's quite hard to see, perhaps a red arrow on the top?

My best guess would be, from top to bottom, two reds, one yellow and green, and a walk indication.

Such traffic lights can still be found in downtown Chicago (e.g. see Streetview of corner of N. Michigan Avenue and E. Ohio Street). It comes with a sign "left on green arrow only". https://www.google.nl/maps/@41.8925646,-87.6241074,3a,27.4y,202.86h,92.47t/data=!3m8!1e1!3m6!1sxrQt82l3aNIitb9JHdxOrg!2e0!5s20171001T000000!6shttps:%2F%2Fstreetviewpixels-pa.googleapis.com%2Fv1%2Fthumbnail%3Fcb_client%3Dmaps_sv.tactile%26w%3D900%26h%3D600%26pitch%3D-2.46631586159711%26panoid%3DxrQt82l3aNIitb9JHdxOrg%26yaw%3D202.86186683387191!7i13312!8i6656?hl=nl&entry=ttu&g_ep=EgoyMDI0MTExOS4yIKXMDSoASAFQAw%3D%3DFrom the top to bottom: Red for traffic going straight ahead Yellow for traffic going straight ahead Green for traffic going straight ahead Yellow arrow for traffic turning left Green arrow for traffic turning left Just like it is shown in the Streetview picture of Baked bagel 11. There is no red arrow for left turn. Once the green left turn arrow is off, one has to stop since oncoming traffic has the green light.

There are two problems with this idea. One is that the forth section is a green ball, rather than a yellow arrow. The other is that there weren’t any computerized controllers at the time.

Assuming there’s no dedicated pedestrian signal, and since it is an intersection, perhaps it is R-RA-Y-G-GA. And since there appears to be a railroad line next the intersection, there could be a railroad crossing, and perhaps, when it activates, it activates a separate mechanically controlled activation. Not sure if it’s correct, but it’s just a thought.

Idk how I missed @fluorescent lover 40s response, sounds plausible.

It’s possible. But I have no idea if red arrows were made back then, since I doubt that 12 inch signals existed at the time .

Perhaps, I'm not very knowledgeable about 1940s American signals lol.

I wonder if red arrows were available then, yellow and red arrows was always more of a more modern thing, after MUTCD changes required protected lefts to be terminated by a yellow arrow.
That said a red arrow would make sense in there was a railroad track there. Modern practice would typically be display a thru and right green arrow instead or use a no left turn blank out sign.
