The electrician said me that hanging ceiling fixtures are illegal in public buildings in Israel.
Since the hostel i live in is considerd a public institution for residence, i have no choice but to completely replace my hanging fixture to a ceiling mounted fixture (Such as a fluorescent fixture) causing BOTH my Osram Dulux EL Longlife 23W CFL and my Osram HWL 160W SBMV lamps to become MAINLY ARCHIVAL.
