I was working on a light and the plastic cover on this ballast disintegrated. I need to know if it's still safe to use or how I can fix it because it's the only 400 watt MV ballast I have

Fluro starter pings combined with a 50hz ballast hum and blinking tubes is music to my ears.

At least replace the "chocolate" terminal block and secure it onto the tab (with that bolt), so the magnet wire gets secured on place.

Indeed, that should be fine. Is this ballast going to be mounted in a fixture or just used loose for testing etc.? If the latter, then either mount it in an enclosure or on a board so it's less likely you or someone else comes into contact with live wires.

Agreed, most ballasts from the 60s era say, were open coil anyway!  ;D

Thanks for the replies. I ended up putting a junction box cover over the exposed coils just to be on the safe side. I have also replaced the terminal block
