As I have known that North American FS4 fluorescent starters are rated for fluorescent tubes up to 40w and most European fluorescent starters are rated to run fluorescent tubes up to 65w, I am wondering if a European F58T8/F65T12 preheat ballast will deliver too much current to a North American FS4 fluorescent starter in such a way that it would cause the starter to fail prematurely.

The starter wear may be faster than normally, but usually the starter life alone is way longer than the tube it is igniting, it just get destroyed pretty quickly at the moment the tube starts failing (it starts overheating and then all the degradation mechanisms accelerate to warp speeds...). So I thing is should still work fine, just the rule of always replacing the starter with the tube must be followed more strictly.
