Title: Weird white flakes over MH arctube

What are these white flakes? The lamp was used extensively, but still works. I have never seen this before.

Maybe they add something to the tube so it gives better light colour or when they were making it, some flakes got stuck to the tube.

There are some on the outside of the arctube.
