What is the OCV of the ballast without the glow starter? If it is 230V or more, you expected for the lamp to start directly on the ballast OCV before the glow starter firing it.

Yes, it is fed by 230V. The capacitive dropper is quite a horrible way to feed the tube, indeed, I think using a common simple CFL ballast would lead to way longer life of everything and would not be any bigger nor heavier, nor much more expensive (when using the common circular PCB ballast assembly used in pretty much all cheep CFL's)...
